Rose believes state government should focus on the things that make daily life more stable for Vermonters: good jobs and strong local businesses, affordable homes, excellent schools, access to quality healthcare, and building communities where people can grow up, raise a family, and age with dignity.

For Rose, the work starts with listening. Rural communities do not need one-size-fits-all solutions. They need practical leadership that understands distance, cost, local budgets, small employers, working families, older residents, and the importance of keeping our towns and villages strong.

Workforce and Jobs

Rose spent her career helping Vermonters find work, gain skills, enter apprenticeships, and build more stable lives. In the Senate, she will work to strengthen career and technical education, expand apprenticeships, support adult training programs, and build stronger connections between local employers, schools, and workers.

She will also focus on the practical barriers that keep people from working or advancing, including transportation, child care, housing, and access to training close to home.

Older Vermonters

Older Vermonters have spent their lives building and sustaining our communities, and they deserve to remain part of them as they age.

Rose believes Vermont should make it easier for older residents to stay safe, independent, and connected close to home. That means protecting access to local health care, strengthening home and community-based services, supporting family caregivers, improving transportation for appointments and daily needs, and helping people afford the rising costs of housing, heat, property taxes, utilities, and prescription drugs.

In the Senate, Rose will work for practical solutions that help older Vermonters stay in the homes and towns they love whenever possible. She will support accessible housing options, stronger local services, reliable rural transportation, and policies that recognize the reality of living on a fixed income in a rural state.

Affordability

Affordability has to be at the center of every major decision in Montpelier. Rose will look closely at how state budgets, mandates, taxes, and programs affect rural families, seniors, workers, small businesses, towns, and schools.

In the Senate, she will support practical efforts to reduce pressure on property taxpayers, lower everyday costs where possible, protect essential services, and make sure state spending is focused on real results for Vermonters.

Healthcare

Every Vermonter should be able to get care when they need it. For rural communities, access is not just about cost. It is also about distance, transportation, provider shortages, long waits, and keeping local care available.

Rose will work to protect access to rural health care, strengthen primary care and mental health services, support the health care workforce, and reduce barriers that make it harder for Vermonters to get timely care.

Housing

Vermont needs more homes people can actually afford. In the Senate, Rose will support housing solutions that fit rural communities, including homes for workers, young families, older Vermonters, and people who want to stay in the towns where they grew up.

She will work to make it easier to build and renovate homes in village centers and areas with existing infrastructure, support local planning, and remove unnecessary barriers while respecting the character of rural towns.

Education

Schools are the heart of our rural communities. Rose believes students deserve opportunity close to home, educators deserve support, and taxpayers deserve a system that is fair and sustainable.

In the Senate, she will work to strengthen public education while recognizing the pressure on property taxpayers. She will also support career and technical education and practical pathways that prepare students for jobs, college, trades, service, and life in Vermont.

Climate and Resilience

Rural Vermont is already feeling the effects of a changing climate through flooding, damaged roads, stressed farms, higher costs, and pressure on local budgets.

Rose will support practical climate and resilience work that helps towns prepare, repair, and protect themselves. That means investing in flood prevention, stronger roads and bridges, emergency preparedness, weatherization, energy efficiency, and solutions that lower costs without leaving rural communities behind.
